Only by using imagination, we can trace various causes of the failure of educational policies in Korea, some of which are discussed in this paper. The failure seems to be caused by the fact that the authorities concerned, or the policy-makers and -executors, do the following: 1. Intentionally simplifying variegated educational phenomena. 2. Daring to achieve mutually inconsistent goals. 3. Conceptualizing and executing policies without fully understanding the target groups. 4. Exaggerating the effect of policies in advance. 5. Losing initial originality and enthusiasm in the process of putting ideas into practice. 6. Missing the opportune time due to impatience. 7. Discontinuing policies proposed and executed by the previous government on account of hostility between political parties. 8. Losing support, agreement, acceptance, approvement because of overusing control. 9. Not getting support from the public due to their weak basis of authority and legitimacy. 10. Being confronted with unexpected opposition caused by neglecting various interest groups. 11. Mixing up public and private matters even within their inner circle. 12. Being faced with resistance from the aggressive egalitarianism prevailing among the Korean people. 13. Being stricken by impromptu and spur-of-the-moment decision from the initial stage of a policy through to its final stage. 14. Causing unnecessary conflict between the interested groups by propagandizing a policy in order to get attention and show off. 15. Making educational agents powerless by greedily seeking and maintaining hegemony.
