This study was intended to develop Teacher’s Scale for each unit school based on the experiences and perceptions of incumbent teachers in order to provide multilateral support for at-Risk Learner of elementary, middle and high schools. It also sought to identify the measurable characteristics and needs of at-Risk Learners in the blind spot by extracting preliminary items, verified their contents and facial validity, and then conducted a survey for the validity of the extracted items. The questionnaire was distributed to a total of 1,103 field teachers via online, offline and a total of 982 copies were retrieved. The factor analysis and concurrent validity were performed after the data collection. In result, the evaluation scale in this study showed a suitable result in the reliability and feasibility verification. Finally, the meaning, limitations of the study and suggestions for further study were discussed.
