For the students with learning difficulties such as learning disabilities or low achievement, difficulties in grasping the exact scale of those students, lack of guidance and guidelines on effective instructional methods, difficulties in diagnosing and distinguishing learning disabilities, and avoidance of the learning disability label and accountability of education. Under this situation, it is most important that the support for the student with learning difficulties is to put in a customized, professional, intensive, and continuous manner with proven intervention methods. In order for this support to be practical, it is necessary to diagnose precisely the specific aspects and degrees of learning difficulties from an early stage. In terms of the support system within the school, it is necessary to adopt the learning support team system and the Finnish type 3-step learning support model. Learning support specialists should be composed of in-service teachers and external personnel. To enhance their professionalism, it is necessary to provide training that combines mid- to long-term practical training. In addition, the ways for developing and disseminating effective intervention programs, revising related systems and regulations, revising definition and criteria and procedures of diagnosis of learning disabilities were discussed.
