The purpose of this study is to develop an initial assessment tool based on a solution–focused approach with strengths perspective. It was also developed to complement the limitations of the previous assessment tools and to meet the characteristics and needs of runaway youths in short-term youth shelters. The assessment tools (i.e. a interview sheet, a initial interview sheet, a assessment report, and a re-assessment report), were first developed by analyzing the needs of practitioners and runaway youths in short-term youth shelters with depth interviews and focused-group based on the reviews of literatures. And then professionals conducted face validity and the developed assessment tool was modified. The final assessment tool was developed by conducting test operation of assessment tool, and operating mini seminar. This study will improve the quality of service by providing the appropriate program and care by setting the intervention goals such as home return in a short-term youth shelter, a mid-term shelter linkage, or independent living services for runaway youths. In addition, it can be used as a basic data for improving the service and system as a core purpose of short-term youth shelter for runaway youth.
