The purpose of this study is to analyze the present situations of case management in child and juvenile welfare and make an alternative plan. For this, it briefly examines the practice of case management in Korea, explains its operating system and practice structure focusing on representative cases and suggests development plans for professional case management in child and juvenile welfare as follows.
Firstly, a better atmosphere for case management practice should be created. Secondly, a typical and specific model for case management practice should be established. Thirdly, case management practice should change its target from child and juvenile to family. Fourthly, community network based on case management should be expanded. Fifthly, a heavy burden on case managers in case management should be reduced. Sixthly, a educational system for specialization and continuing advisory system for hands-on workers are established. Seventhly, a computerized supporting system for case management should be constructed. Eigthly, social position of practitioners in case management should be guaranteed by law. Ninthly, a paradigm shift in performance assessment of case management should be needed. Lastly, safety of practitioners in case management should be secured.
